한국자유총연맹(총재 김경재) 대표단이 4월 16일부터 18일까지 타이페이에서 개최되는 2017년 세계자유민주연맹(WLFD) 및 아·태자유민주연맹(APLFD) 연차총회에서 북한 핵실험 규탄과 인권문제 해결 등을 포함한 ‘북핵 규탄 결의안’에 대한 참가국들의 지지를 이끌어냈다. 

    「2017 세계‧아태 자유민주연맹 연차총회」에는 야오잉치(饒穎奇) WLFD 총재를 비롯해 전 세계 30여개 회원국에서 200여명의 인사들이 참석했으며, 한국자유총연맹에서는 조남은 경기도지부 회장을 비롯한 경기도지부 사무국장단 등 16명의 방문단이 대만을 방문했다. 또한 이번 연차총회에는 조경태 국회의원도 한국 대표단으로 연차총회에 참석했다.

    한국자유총연맹은 17일 개최 자유민주주의 포럼에서 북핵 규탄 및 북한인권 문제 해결을 위한 ‘북핵 규탄 결의안’ 공동 채택을 이끌어냈고, 오는 6월 15일 대한민국에서 개최될 한국자유총연맹 창립기념식에 야오잉치 WLFD총재 및 사무국 임원들을 초청키로 했다.
 
    김경재 총재는 “각국 대표단은 결의안을 통해 북한의 핵무기와 인권 탄압 등 세계평화와 안정을 위협하는 북한의 준동을 막고 자유와 인권을 수호하기 위한 국제사회의 여론 조성을 통해 테러와 분쟁 없는 지구촌 건설에 동참할 것을 결의했다”고 설명하고,

    “이번 결의안은 전 세계 자유민주연맹 회원들이 북핵 규탄과 대북제재에 대한 회원국 정부의 협조 요청을 약속하는 등 국제 민간 협의체가 주도적으로 북한 문제에 대한 국제적 지지와 동참을 이끌어낸 매우 진일보한 움직임”이라고 강조했다.   

    한편, 「세계 및 아태 자유민주연맹」은 1954년 6월 15일 대한민국 진해에서 개최된 아시아민족반공연맹 창립총회에서 태동한 민간 외교협의체로, 6·25 한국전쟁 이후 동서냉전 시대에 아·태 지역의 자유와 평화 수호를 위해 창립되었다. 현재 WLFD는 141개, APLFD는 20개 회원국이 가입되어 있으며, 자유민주주의와 인권, 세계평화 증진 활동에 힘쓰고 있다. 또한 한국자유총연맹은 지난 2010년 인천 송도에서 전 세계 70여 개국 300여 명의 회원국들을 초청해 연차총회를 개최한 바 있다.

북핵 규탄 결의문 (한글)

 세계 및 아시아태평양 자유민주연맹 2017 연차총회 참가국 대표단은 북한이 핵 무력과시 및 핵미사일 개발을 지속하며 전 세계를 상대로 위협을 하고 있는데 대해 분노하며 세계평화와 안정을 지키기 위해 세계 및 아시아태평양 자유민주연맹의 이름으로 다음과 같은 확고한 입장을 표명한다.
 1. 참가국 대표단은 북한이 국제사회의 여러 제재조치와 경고에도 불구하고 끊임없이 미사일 발사와 핵실험을 자행해온 데 대해 국제사회 평화를 해치는 심각한 도발행위로 규정하며 이를 강력히 규탄한다. 
 2. 우리는 북한 핵실험이 유엔 안보리 결의 위반이며 양차대전의 비극을 딛고 국제사회가 추구해온 평화체제의 이상을 짓밟는 반평화적 도발이자 대량아사의 위험에 처해 있는 자국민들을 외면한 반인륜적 행위인 바 이를 즉각 중단‧폐기할 것을 촉구한다.
 3. 우리는 북한이 핵무기를 폐기하고 전 세계 최악 수준인 북한주민들의 인권문제를 해결하겠다는 책임 있는 태도를 취할 때까지 인도적 지원을 제외한 모든 대북지원 및 교류를 전면 중단하고 강력한 대북제재 이행을 자국정부에 요청할 것이다.
 4. 우리는 대한민국 정부의 대북 대응조치를 적극 지지하며, 세계평화와 안정을 위협하는 세력의 준동을 막고 자유와 인권을 수호하는 여론을 조성함으로써, 북한 김정은 정권의 핵 야욕에 종말을 고하고 테러와 분쟁 없는 지구촌 건설에 앞장설 것을 결의한다.

Resolution on Denouncing North Korea’s Nuclear Weapons

The delegation from the participating nations of the 2017 Annual General Assembly of the World and Asia Pacific League for Freedom and Democracy has been outraged by North Korea’s threats against the whole world through its continued flaunting of nuclear armament and development of nuclear missiles. We declare the following unwavering positions to keep the peace and security of the world:

 One. We strongly condemn North Korea for continuing missile launches and nuclear tests despite various severe sanctions and warnings from the international community. These serious provocations jeopardize international peace, violate UN Security Council Resolutions, and trample on the ideals of the peaceful systems pursued by the international community after overcoming the tragedies of World War I and World War II.

 Two. We believe that North Korea’s nuclear tests are also anti-humanitarian acts that ignore the North Korean people in the face of mass starvation. Therefore, we urge North Korean government to stop the tests and dismantle its nuclear weapons immediately.

 Three. We will request that our own governments stop all supports and exchanges with North Korea except humanitarian aids and implement strong sanctions against North Korea until North Korea takes a responsibility for dismantling its nuclear weapons and resolving its human right issues.

 Four. We strongly support the Government of the Republic of Korea's strong actions against North Korea and the nuclear ambitions of the North Korean leader, Kim Jong Eun. We resolve to lead the construction of a global village that is without terror and conflicts by blocking off the activities of the forces threatening the peace and stability of the world and by creating public opinions to safeguard freedom and human rights.
