안녕하십니까?

저는 한국자유총연맹 수석부총재 김성옥입니다.

오늘 2023 WLFD General Conference & The 64th APLFD Conference 개최를 진심으로 축하드리며, 행사를 준비해 주신 세계자유민주연맹 야오잉치 총재님, 아시아태평양자유민주연맹 청융추엔 의장님 그리고 관계자 여러분, 그리고 모든 회원분들께 감사드립니다.

저는 자유민주적 기본질서에 입각한 평화적 통일을 추구하는 단체인 한국자유총연맹의 대표로서‘평화를 향한 자유와 민주주의’라는 이번 컨퍼런스의 주제에 깊이 공감하고 있습니다.

회원국 여러분.

오늘 주제와 관련하여 저는 북한의 인권에 대해 이야기해보고자 합니다. 아직도 20세기의 이념이 머물고 있는 세계 유일의 분단지역인 한반도의 북한에서 일어나는 비윤리적인 인권유린에 대한 이야기입니다.

유엔은 지난 4월5일 21년 연속으로 북한인권결의안을 채택하였습니다. 오늘 우리의 테마처럼 평화를 위한 자유와 민주주의는 어디에나 필요합니다. 그렇기에 북한의 인권문제 해결은 한반도를 넘어 더 넓은 세계의 지속적인 평화를 향한 중요한 단계입니다.

생명권은 모든 인권의 기본입니다. 또한 시민적 정치적 권리에 관한 국제규약(이하 ‘자유권규약’)도 생명권에 대한 보장을 규정하고 있습니다.

2023년 3월 31일 대한민국 통일부에서 발간된 ‘2023 북한인권보고서’에 따르면 북한 내에는 공권력에 의한 자의적 생명박탈이 일어나고 있는 것으로 나타나고 있습니다.

국경지역에서 일어나는 ‘즉결처형’, 구금시설 내에서 일어나는 피구금자에 대한 ‘비밀처형’, ‘18세 미만의 아이와 임신부’에 대한 사형, 구금시설 내에서 태어난 아기를 기관원이 살해했다는 증언이 있습니다.

자유권규약에 따르면 ‘가장 중한 범죄’에 대해서만 부과될 수 있는 사형의 경우 국가원수 모독은 ‘가장 중한 범죄’에 해당하지 않는다고 해석하고 있습니다. 그러나 북한은 형법 개정을 통하여 사형을 부과할 수 있는 범죄를 수를 점차 늘려가고 있습니다.

자유권규약 제7조에 따르면 “어느 누구도 고문 또한 잔혹한, 비인도적인 또는 굴욕적인 취급 또는 형벌을 받지 아니한다”라고 규정하고 있습니다. 그러나 북한에서는 심문과정에서 음식을 제한하거나, 무차별적인 폭행 등의 고문 및 비인도적인 처우가 빈번하게 발생하고 있는 것으로 나타났습니다.

공개처형과 생체실험, 강제노동 그리고 불법적 체포·억류 등 수많은 문제와 더불어 이번 유엔인권결의안에 새롭게 포함된 내용인 표현의 자유에 대한 권리 또한 인정되고 있지 않습니다.

2023년 유엔인권결의안에 따르면 독립 매체 설립 허가를 포함해 온·오프라인에서 사상·양심·종교·신념의 자유와 의견·표현·결사의 자유를 보장해야 한다는 내용이 기재 되었습니다. 그러나 북한 주민들은 ‘말반동’을 감시하는 당국에 의해 일상적인 발언까지 통제받고 있습니다.

자유민주주의와 안보의 수호자로서 한국자유총연맹은 이러한 심각한 인권 침해를 조명하고 변화를 만들어나가는 것이 우리의 의무라고 믿습니다. 우리는 이러한 인권유린의 현장을 기록하고 전 세계적으로 인식을 높이는 유엔인권위원회의 역할을 높이 평가합니다. 위원회의 활동은 북한에서 고통 받고 있는 수많은 사람들에게 작지만 등불이 되어줄 것입니다.

앞으로 나아갈 길에는 국제적인 대응이 필요할 것입니다. 우리는 국제사회가 북한 정권이 자국민의 인권을 존중하도록 함께 압력을 가해 주기를 희망합니다.

인권은 보편적이며 국경을 초월하는 가치입니다. 북한 주민들의 고통은 자유와 민주주의 그리고 평화를 소중히 여기는 여기 계시는 모든 분들의 공동 책임이라고 할 수 있습니다.

앞으로도 북한인권 개선을 위한 길에 많은 관심과 지지를 보내주시기를 바랍니다.

North Korean Human Rights Keynote Speech

- 2023 WLFD General Conference & The 64th APLFD Conference -

Ladies and gentlemen,

I am Sung-ok Kim, the Senior Vice President of the Korea Freedom Federation.

On behalf of the Korea Freedom Federation, I would like to extend my sincere congratulations to the WLFD and APLFD for hosting the 2023 WLFD General Conference & The 64th APLFD Conference.

I would also like to thank the President of the WLFD Honerable Yao, Eng Chi and the Chairman of the APLFD Honerable Tseng, Yung Chuan and the organizers of this event and all members.

Dear members of the WLFD and APLFD,

As part of this conference’s theme, I would like to speak briefly to you about the unethical human rights violations that are occurring in North Korea on the Korean Peninsula, the only divided region in the world where 20th century ideologies still reside.

On April 5th, for 21 consecutive years, the United Nations

adopted a resolution on human rights in North Korea. As reflected by our theme today, freedom and democracy are needed everywhere to bring peace in the world.

So, addressing human rights in North Korea is an important step toward lasting peace, not only on the Korean Peninsula but also throughout the wider world.

The right to life is the most fundamental to all other human rights. The International Covenant on Civil and Political Rights, also known as the ICCPR, also upholds this guaranteed right to life.

According to the 2023 North Korean Human Rights Report,

released by the Ministry of Unification of the Republic of Korea on March 31st, 2023, the arbitrary deprivation of life by public authorities is occurring in North Korea.

Eyewitnesses have testified to seeing “summary executions” in border areas, “secret executions” of detainees in detention centers, executions of “children under 18 and pregnant women,” and the execution of babies born in detention centers by agents of the North Korean government.

However, North Korea has been gradually increasing the number and types of crimes that warrant the death penalty by continually revising its criminal law.

Article 7 of the ICCPR stipulates that, “No one shall be subjected to torture or to cruel, inhuman, or degrading treatment or punishment.”

However, “torture and inhuman treatment,” such as food restriction and indiscriminate beatings during interrogation, are common practices in North Korea.

In addition to numerous problems including public executions,

biological experiments, forced labor, and illegal arrests and

detentions, the “right to freedom of expression,” a new addition to the UN Human Rights Resolution, is also not recognized in North Korea.

The 2023 UN Human Rights Resolution calls for the right to freedom of thought, conscience, religion, and belief, and freedom of opinion, expression and association, both online and offline, including the right to establish independent media.

However, in North Korea, even people’s everyday speech is controlled by the authorities who monitor citizens’ conversations for “reactionary speech.”

As defenders of liberal democracy and security, the Korea Freedom Federation believes that it is our duty to expose these serious violations and effect real change.

We recognize the role of the UN Human Rights Committee in

documenting these human rights abuses and raising awareness throughout the world.

The work of the Committee provides a small but vital beacon of hope for the countless people suffering in North Korea.

The path towards a better future requires a coordinated,

international response. It is our hope that the international

community will work together to pressure the North Korean regime to respect the human rights of its people.

Human rights are universal and transcend national boundaries.

Alleviating the sufferings of the people of North Korea is the

collective responsibility of everyone here who values freedom,

democracy, and peace.

We look forward to your continued interest and support in our work to improve human rights in North Korea.

We wish for the success of the 2023 WLFD General Conference & The 64th APLFD Conference and the future health and happiness of everyone in attendance.
